A Pilgrimage Town That Is Still Catching Up

On most days Kibeho is a quiet hill town. On 15 August and 28 November it fills with pilgrims, and every guesthouse, restaurant and bus is stretched. That gap between ordinary days and feast days is where many of the opportunities are, and also the main risk. Company registration, permits and incentives are handled by the Rwanda Development Board. Land, zoning and local plans go through Nyaruguru District. These are the official routes, and we do not replace them.
